You changed out the wheels / tires? Are these stock? You had the old wheels and tires replaced with new ones? Are you sure there isn't a wheel out of balance? Also, a bad wheel bearing, tire rod or suspension components can cause a shake. Are there any noises?

YEah, it sounds like a Tie Rod. Are the tires balanced properly?

A CV joint is a big job, but one you can do yourself if you are mechanically inclined. YOu'll have to remove the wheel, brake housing and hub. Then remove the axle. It pretty much snaps in to place so to speak.
It sounds more like a tie rod end. They make the car shake around that speed and some during acceleration(more of a shutter/during acceleration) if they are going bad. CV joints will make a clicking noise when you turn and will pop if they are going bad and don't tend to make the car shake if going bad, they just make noise.
Weak Struts, Ball Joints or Tie-Rod Ends going Bad. How much weight did it take to Balance Each tire? (More then 1 1/2 Ounces) Possible Bad Tire (Even New Tires can be Defective). Best test is balance the rims without the Tires then mount the tires and Balance Again, What Results do you come up with?
